JUST ANNOUNCED IN ENSENADA, BAJA MEXICO-

From the unsealed indictment, named, "Chris Baker BFGoodrich Tires Motorsports/MICHELIN (retired), Nate Hunt Jackson Motorsports, Frank DeAngelo Championship Off-Road; Jackson Motorsports/BFGoodrich Tires (retired),  Bill Wiederhold BFGoodrich Tires, Jose A. Grijalva SCORE International, Bill Black SCORE International, Hal Andreoli SCORE International, Jeff Cummings MICHELIN, Peter Calhoun MICHELIN, Cody Stuart Jackson Motorsports/ Desert Assassins," among others.  

"These indicted individuals hold responsibility of the design of the race course and the failed emergency medical response to the execution of the racing event".

Continued from the unsealed indictment, "Jackson Motorsports/Marketing-BFGoodrich Tires Racing - MICHELIN CORPORATION - SCORE INTERNATIONAL - PROMOTE MEXICO CHARGED WITH GROSS NEGLIGENCE, BAD FAITH, RECKLESS, WANTON AND WILLFUL ACTS IN THE RACE COURSE DESIGN AND EXECUTION OF THE BAJA 1000 2016 EVENT.

SCORE INTERNATIONAL CHARGED WITH GROSS NEGLIGENCE, BAD FAITH, RECKLESS, WANTON AND WILLFUL ACTS IN THE EMERGENCY MEDICAL RESPONSE DURING THE EXECUTION OF THE BAJA 1000 2016 EVENT.

PROMOTE MEXICO CHARGED WITH BAD FAITH, IN THEIR PUBLIC COMMUNICATIONS, RELATING FALSEHOODS ABOUT THE SAFETY OF THE SCORE INTERNATIONAL RACING EVENTS IN MEXICO."

The events of the horrific 2016 Baja 1000 are documented in the investigative report: "the race course was negligently designed to force the racers to drive in opposition to each other, directly at each other, in the middle of the night, with their pits on either side of the opposing race course directions. During the execution of the event, there was no safety signage, there was no safety course personnel, there was no advisory in any of the SCORE International printed matter addressing the portion of the course driving into each other.

At the location in question, there was no emergency medical personnel for one hundred and fifty miles. When advised of the emergency, SCORE failed to respond. SCORE directed the injured customers through medical transport for over six hours, of which, the emergency medical director of the State of Baja California reported that this indictment, if the state were responsible for the response, would have taken one hour and ten minutes to fully turn around this medical emergency.

If appropriate medical services were available on site, Mark Luhtala would still be with us. Cody Parkhouse would not have suffered such grievous injuries and damages. 

The grossly negligent design of the race course and the lack of any emergency medical services for hundreds of miles multiplied by the failed decision making by SCORE International are the reasons Mark Luhtala is no longer with us and Cody Parkhouse suffered such grievous injuries and damages.

Jackson Motorsports-BFGoodrich Tires-MICHELIN are responsible for the design of this race course and lack of proper services being onsite. They participated in the lack of appropriate emergency medical services and response. 

As customers of BFGoodrich Tires and SCORE International, Mark Luhtala and Cody Parkhouse were treated worse than discarded pieces of garbage on the side of Highway 3.

The entire communications network structured for this race event, SCORE Operations, Weatherman - PCI Race Radios, BFGoodrich Tires Race Radio Relay were aware of the incident at the time it occurred and failed to reply and respond in accordance with civilized humanity.

In fact, the victims were willfully tortured and discarded by the indicted parties. At the point of the incident, the entire matter was covered up and made secret to keep the actual facts of what was happening at the time, hidden from family members and the public.

All of the parties indicted and in particular, 'Promote Mexico' has instituted an effort of propagating false information when speaking to these events. Promote Mexico is owned in full by SCORE International. In this event, it was a clearinghouse of false information and cover-ups. Not one part of the truth has ever been  addressed by the parties."

Continuing from the unsealed indictment, "the State of Baja California Health Department officially stated in its after incident report, "the Baja 1000 2016 emergency medical response network by the indicted parties, performed worse than the daily arrangements the community has for own its citizens".

The State Health Department is ashamed by the worldwide press Baja California has received as a result of the two SCORE International events in 2016 that produced bad press and pressures on the Council of Ensenada. The Baja 500 with three race event deaths and this Baja 1000 with the death of Mark Luhtala and injuries to Cody Parkhouse.

The community pressure on the Council of Ensenada was so great, that the Council forced the indicted parties to change the race course and meet international safety standards inside of the populated community.

The State Health Department and Council of Ensenada feels the SCORE events are such a threat to community health, it has forced the indicted parties for the last year and a half to start their events, outside of the populated community."

The Official Indictment, a formal written statement outlined by the investigative report and conclusions found by the local Ensenada Grand Jury, will be charging a number of people with these criminal offenses.

The Editorial Board of the Baja Racing News Online Newspaper received the investigative report from Publisher Gary Newsome over a month ago. After further review and additional investigative work, the indictment determined crimes have been committed against the people of Baja California, the Baja California state healthcare system and various injured racing customers of SCORE International.
