RELEASED-

""PEOPLES RACE COURSE POLICY

Events Committee Rotary Club, Ensenada-

In the rules of the Republic, "The People Of Mexico are the rulers of the country, including  'everything international' within the borders of the Republic(visitors and their property)."

"When the People witness governmental or commercial fraud or negligence, it is the responsibility of the People, to provide the sanctity and safety for the greater good of the  population. (The People)"

We all have witnessed the SCORE-International races here in Ensenada, for over 53 years!

Starting today, we send the clarion call to the People of Ensenada, to take over the public order of every race-mile of each SCORE-International event, in Ensenada.

If the People witness appropriate governmental or commercial precautions, seek another part of the course, to take over.

When you come across part of the race course, being void of sanctity & safety, take responsibility to provide the sanctity & safety of that part of the SCORE-International baja race course.

We call on Commercial and Media Companies to assist the People, to TAKE OVER parts of every race mile of SCORE-International baja mexico race courses.

Be prepared. Do your homework. Provide ample resources.

Have plenty of safety/construction yellow ribbon/tape. Have plenty of crowd control equipment.

Have plenty of water and food to provide the public.

Establish "Zonas de Espectadores", Establish Spectator Zones.

Provide safe & sane areas for visitor-spectator families and 'first timer' people at the races!

If you can do enough homework and you have enough resources, map out your plans and provide the resources to the needy public.

Take Over the race course areas! They are Ours!

Commercial interests are encouraged. If you provide enough resources, suggesting pricing for Your Commercial interests to the public is ENCOURAGED!

We can't charge for parking. We can't charge for planning and mapping. But, WE can charge for food and water and additional services and products. Like T-Shirts!

We must impose safe & sane Public coordination and provide the Public resources to accomplish, saving OUR COMMUNITY LIVES! Providing for OUR COMMUNITY!

What does this mean? Details are important when outlining how to provide safe & sane planning and execution of 'Zonas de Espectadores' on the race course.

Establishing Zonas de Espectadores

We will impose the use of internationally established standards for safety requirements. Within this Policy, these "Zones" or 'Zonas' will provide OUR families areas they can count on for communication to EVERYONE, WHERE the race course is on the land and WHERE all possible "LINES" of travel, the race trucks/cars/motos/quads could use.

Road Crossings and Race Course Crossings

When we see road crossings and/or race course crossings with No government, nor any SCORE-International road or race-course crossing CONTROLS, whether human or otherwise, We will TAKE OVER control of these crossings.

These actions will require PEOPLE and ROAD CONTROL Resources

Be prepared to have as many people as possible TAKE OVER these duties. Be prepared to use as many as possible lights and lighting, (in night conditions) road control safety cones, yellow safety tape and road control hand flags.

Zonas de Espectadores and Road Crossing/Race Course Mapping

Mapping is Planning. Once SCORE International releases the race course map, planning begins with physically checking the course and choosing which parts of the course need to be taken over.

In choosing course sections, discussions between organizers should decide which race miles will be taken over.

Resources can be decided by the need by each race mile section and which commercial interest can effectively deliver control over those race mile sections.

The choice and control of race mile sections and specific areas will determine who maps specific spectator zones and road crossings.

(Above) From the Peru DAKAR, specific, site related race course and spectator zone planning

(Above) Argentina 2020 Rally, Generalized mapping with enough detail to provide competitors and spectators alike, guidance and directions.

The more specific the planning and mapping, the better. Locations for food, water and any additional public resources are needed!

Public Awareness. Zonas de Espectadores and Road Crossing/Race Course Mapping

The Peoples Race Course Policy needs to be discussed and spread among the public.
