"The top Baja Californian person and her husband had their United States tourist visas revoked due to an ongoing money laundering investigation linked to a drug cartel, a new report claims.
The Justice Department probe into Baja California governor Marina del Pilar and her spouse, Carlos Torres, began last year but did not impact their visa status until the past weekend, according to Mexican journalist Luis Chaparro.
In addition to losing their tourist visas, the couple has also allegedly had their Bank of America and Wells Fargo accounts closed in San Diego due to 'suspicious activities,' according to Mexican news outlets Tiempo and Cadena Politica.
Mexican Presidenta Claudia Sheinbaum addressed the allegations during her press briefing at the National Palace in Mexico City on Tuesday and said that Governor del Pilar informed her that they did not have accounts in banking institutions outside of Mexico. 'I want to clarify because yesterday some media reported that there was an account freeze', Sheinbaum said.
'We spoke with the governor and the governor told us that she does not have accounts abroad. That is information from the governor.' Del Pilar's links to Mexican cartels have been questioned since 2022, when a photo emerged of her embracing alleged Sinaloa Cartel crime figure Emmanuel 'El Botas' Serrano while she was campaigning for mayor three years earlier. Del Pilar's office dismissed the past allegations, saying she's photographed with thousands of constituents and public figures while campaigning and running the major Mexican governments.

Currently, there is no suggestion Governor Newsom is connected to del Pilar or any investigation into her activities. DailyMail.com has contacted Bank of America and Wells Fargo for comment.
Chaparro claimed that del Pilar met with U.S. Customs and Border Protection and Department of Homeland Security officials at a tourism event in the resort town of Rosarito on April 28, 2024, when she was first notified of the investigation. 'Both are being investigated by the United States for money laundering in an investigation involving other Baja California businessmen and officials...' Chaparro said during his YouTube show 'Pie de Nota'.
He added that the US agents told her the investigation was looking into the 'Rusos Cartel' in Mexicali, as well as a network of individuals and businessmen from Baja California allegedly linked to members of organized crime in that region. 'She pleaded with CBP and DHS supervisors to please not make public the actions against her and her husband and to not inform the Mexican consulate to prevent them from being leaked to the media,' Chaparro said on his show the day after del Pilar revealed her visa status.
'The governor requested, as a personal favor, that her actions not be communicated to the Mexican consulate or any other Mexican authority so that the information would not spread.' Del Pilar addressed the visa ban again in a press conference Monday without making any comments over the alleged money laundering investigation or bank account closures, while also not make any reference to her husband or his visa ban.
Governor del Pilar was flanked by members of her administration and ruling party, National Regeneration Movement, while addressing the United States' decision to revoke the tourist visas that she and her husband held Baja California Governor Marina del Pilar with her husband Carlos Torres. 'I have been included in a consular measure, and therefore today I do not have a visa to enter the United States,' said del Pilar while being flanked by members of her administration. Del Pilar, who served as mayor of the border city of Mexicali from 2019 to 2021 before being elected governor in 2021, downplayed the decision made by President Donald Trump's administration to revoke her travel rights. 'But that does not define me. Because I am not defined by what I have or by the permits granted or withheld. I am defined by my values, my convictions, and the purpose I have embraced since I decided to dedicate my life to public service,' said Del Pilar. 'The fact that the United States' State Department has canceled my visa does not mean that I have done anything wrong. It is an administrative decision, not an accusation. There is no crime.

"Baja California's governor, Marina del Pilar Avila Olmeda's US visa was revoked along with her husband's, Carlos Torres privilege.
On social media, Gov. Avila wrote on Saturday, May 10, that her husband, Carlos, has faced a situation, and as in every life shared, that circumstance has also reached her.
“Shortly after the consular measure that was applied to him, I received a similar notification,” she wrote about the revoking of the couple's visas. “I am sure and fully trust that the situation will be clarified satisfactorily for both of us.”
The governor assured her husband has always acted with integrity, dedication, and a deep commitment to Baja California. “My support for him is not only personal, it is moral and political. Because I know who he is and because he has never failed to stand up for himself or to take responsibility for what is not his responsibility,” Avila, who also chairs the Mexican National Governors' Association, added.
“I inform all the citizens of Baja California that this situation occurs in a complex binational context that requires self-control and prudence from me.”
Gov. Avila continued writing that governing Baja California is a source of pride, noting that she “will continue to do so with my heart in mind and a clear conscience. My administration will continue working tirelessly to address the challenges we face for the benefit of the people of Baja California.” Torres, who leads the state's effort to develop special projects, wrote earlier on social media that he was notified by U.S. consular authorities of the revocation of his nonimmigrant visa.
“This measure, as is the case with many people in similar situations, is based on internal provisions of the State Department. It should be noted that my conscience is clear and I am confident that the situation will be resolved favorably,” Torres wrote. “Currently, the application of these administrative criteria has become increasingly common, and like so many others, I am included in that universe.”
The Imperial Valley Press has inquired with the U.S. Department of State about the issue. “Visa records are confidential under U.S. law; therefore, we cannot comment on individual cases,” the U.S. Department of State said Monday morning.
Last week, the U.S. Embassy in Mexico posted on social media that the U.S. government is strengthening measures to prevent fraud and stop illegal immigration.
“Presenting false documents or committing visa fraud can result in a lifetime ban from entering the United States,” the Embassy's post reads. “We welcome legitimate travelers, but violating immigration laws has serious consequences.”
In his post, Torres warned that the revocation of his visa does not constitute an accusation, investigation, or formal notification by any authority, either in Mexico or in the United States.
The governor's husband added that he has contacted a specialist in international immigration law, who is evaluating the filing of a motion to reopen or reconsider the decision, or to initiate the process for a new visa application, in strict adherence to official channels.
“I am making this information public with responsibility and transparency, not only to avoid speculation but also to limit the malicious use of this situation by political adversaries,” Torres continued. “Believe me: these are people without limits or scruples, willing to turn any fact into slander if they believe it will give them an advantage.”
According to the governor's husband, throughout his public life — mostly with the National Action Party — he has acted with respect for the law and is fully aware of his commitment to serve.
“This situation will be addressed seriously and confidently in legal proceedings. I reiterate the most important thing: there is no room for lies or opportunism among those of us who walk on the side of dignity,” Torres added in his post. “I deeply regret that this situation has had consequences for my wife, Marina del Pilar, who, despite having provoked nothing, has faced it with serenity, firmness, and without ever losing the empathy that defines her.”
A U.S. Department of State manual reads that federal officials may revoke a visa if the individual is not eligible for the visa classification, including ineligibility under INA 214; the visa has been physically removed from the passport in which it was issued; or the individual is subject to an IDENT Watchlist record in System Messages for an arrest or conviction of driving under the influence, driving while intoxicated, or similar arrests/convictions (DUI) that occurred within the previous five years.
The manual indicates that although the decision to revoke a visa is a discretionary one, federal officials should not use this authority arbitrarily. When practicable, the U.S. Department of State can notify the individual of the intention to revoke the visa; allow the individual the opportunity to show why the visa should not be revoked; and request the individual to present the travel document in which the visa was issued.
In the case of high-profile visa holders, the manual calls agency officials to be alert to the political, public relations, and law enforcement consequences that can follow a visa revocation and should work with the Department to ensure that all legally available options are fully and properly assessed.“
The revocation of the visa of a public official or prominent local or international person can have immediate and long-term repercussions on our political relationships with foreign powers and on our public diplomacy goals in a foreign state. The visa laws must be applied to such persons like any others, recognizing that certain visa categories, particularly A’s and G's, are not subject to the same standards of ineligibility as others. Hasty action, however, must be avoided in such high-profile visa cases, and you should seek the Department’s guidance before any visa revocation unless unusual and exigent circumstances prevent such a consultation,” as per the manual. “Consultation both within the mission and with the Department may result in a decision that the Department, rather than the consular officer, should undertake the revocation, since Department revocations under the Secretary's revocation authority provide more flexibility in managing the relevant issues.”
The manual makes it clear that in cases in which the individual whose visa is revocable is also the subject of a criminal investigation involving U.S. law enforcement agencies, action without prior Department consultation and coordination could jeopardize an ongoing investigation; prejudice an intended prosecution; preclude apprehension of the subject in the United States; put informants at risk; or damage cooperative law enforcement relationships with foreign police agencies.
The U.S. Department of State may revoke a visa when it receives derogatory information directly from another U.S. Government agency, including a member of the intelligence or law enforcement community. These requests are reviewed by staff members of other agencies within the Department, which forwards an electronic memo requesting revocation to a duly authorized official in the Visa Office, along with a summary of the available intelligence and/or background information and any other relevant documentation. When prudential revocation is approved, the subject’s name is entered into CLASS, the visa case status is updated to “Revoke,” and the revocation is communicated within the Department and to other agencies.
If a visa has been revoked and the revoked visa physically canceled, the individual may apply for a new visa; however, they may not travel on the physically cancelled visa, the manual shows.
When a visa is canceled by a DHS officer, one of the several notations will normally be entered in the individual’s passport: Canceled/ Adjusted; Canceled/Exclude by DHS; Canceled/Application withdrawn by DHS; Canceled/Final order of deportation/voluntary departure entered by DHS; Canceled/Departure required by DHS; Canceled/Waiver revoked by DHS; and Canceled/Presented by impostor.
“Except when a visa is canceled after the individual’s status has been adjusted to that of a permanent resident, DHS will inform the consular section that issued the visa of the cancellation action,” as per the manual. “The I-275, Withdrawal of Application/Consular Notification form, will be used to inform consular officers at the issuing office of the cancellation action. The I-275 form and any other attached forms should not be released to individuals or their representatives.”
In a statement, the National Action Party Mexicali Committee said the recent cancellation of the visas of the governor of Baja California, Marina del Pilar Ávila Olmeda, and her husband, Carlos Alberto Torres Torres, has generated legitimate concerns about transparency and integrity in public administration.
The party said given the seriousness of the cases and their impact on public opinion, it is essential that Governor Marina del Pilar Avila Olmeda publicly reports on the circumstances that led to the cancellation of her and her husband's visas; clarify any links to investigations or accusations related to illicit activities, especially those involving foreign agencies such as the DEA; guarantee freedom of expression, ensuring that no reprisals are taken against journalists or media outlets that carry out their informative and critical work; and promote transparency in the administration, avoiding any perception of nepotism or conflict of interest.
Committee Chairwoman Vicky Quiñonez stated that before US banks provide more information, Mexicali Mayor Norma Bustamante should report whether she has any pending issues with the United States.
“The citizens of Mexicali and Baja California deserve clear answers and concrete actions to inform their institutions and those who lead them,” Quiñonez said in her statement.
In May 2024, it was reported that an individual identified as Carlos Alberto Torres Torres, with the same date of birth as the governor's husband, was detained at the San Diego border crossing for allegedly attempting to bring drugs into the United States. He was handed over to the DEA for questioning and booking. Torres was also prevented from entering the United States, the chairwoman said.
“The cancellation of the US visas of the governor of Baja California and her husband is not only an international scandal, but also an embarrassment to our state,” Quiñonez said. “This fact exposes the moral deterioration and lack of transparency that characterize the current government. While Baja Californians face insecurity, a crisis in the health system, and abandonment in the neighborhoods, those who should set an example are under suspicion of actions that have drawn the attention of foreign authorities. Baja California does not deserve this type of representation.”
As of Sunday morning, the Mexican Department of Foreign Relations has not issued a statement about the revocation of visas.Congresswoman Eva Maria Vazquez, a Mexicali PAN member, considered that the cancellation of the US visa of Baja California Governor Marina Del Pilar is a serious matter that cannot be minimized.
“This is not an immigration matter, but rather a strong political message. If a foreign government takes such a measure against a representative of the nation, the people of Baja California and all of Mexico deserve immediate explanations,” the Mexican lawmaker wrote on social media. “As a representative of the people, I demand a conclusive explanation on this matter and its implications.”
The decision by U.S. authorities to revoke the visas of State Governor Marina del Pilar Ávila Olmeda and her husband is a matter of public interest, raising concerns due to its sensitive implications. PAN Assemblyman Diego Echevarria from Mexicali expressed on Facebook that there is considerable speculation regarding the reasons behind this revocation. He emphasized the need for an official statement from U.S. immigration authorities, asserting that those involved should disclose the specific reasons for this action clearly and responsibly.
Echevarria noted, “The image of Baja California and its government is in jeopardy; trust in public institutions has been seriously damaged. We demand clarification of this situation for the peace of mind of Baja Californians.”
This is not the first time the Baja California government has faced issues with the United States. In 2002, the U.S. Treasury's Office of Foreign Assets Control targeted State Secretary of Tourism Alejandro Moreno Medina for money laundering related to the Arellano Felix Cartel during the administration of PAN Governor Eugenio Elorduy Walther. Antonio Carmona, Elorduy's police chief as Mexicali Mayor, was sentenced to 36 years in prison for his involvement in drug trafficking and organized crime. Additionally, a former commander during Elorduy's governorship accused Attorney General Antonio Martinez Luna and other law enforcement officials of involvement in drug trafficking, homicide, kidnapping, disappearances, concealing bodies, and accepting bribes.
Congresswoman Nancy Sanchez, a former Institutional Revolutionary Party member who caucuses with the President's National Regeneration Movement Party, expressed about the case that arbitrariness seems to have replaced formalities and protocols in the new United States federal administration.
“Thus, we have gone from threats of tariffs to the arrogance of deportations, with no argument other than unilateral decisions born of a misunderstood and poorly exercised power,” Sanchez wrote on Facebook. “Examples of harsh treatment by the United States have abounded recently, with no further support or explanation.”
The Morena congresswoman expressed her trust that the work done by Governor Marina del Pilar will be considered to reverse the regrettable decision to which she was subjected, adding, “I express my rejection of the administrative decision of a foreign government, which has the power to make such decisions, but which engages in practices that in no way contribute to a healthy bilateral relationship.”
The Morena Committee in Baja California also issued a statement regarding the matter.

“We know that this is a purely administrative procedure that is part of the internal processes of the government of the neighboring country, the reasons for which are not always made public and which should not be used to tarnish trajectories built with effort and popular legitimacy,” the Morena BC statement adds. “What we are clear about is what we see here at home: a brave woman who has delivered results, who does not hide or bend.”
The statement, signed by the whole committee led by Chairwoman Rosina del Villar-Casas, continues highlighting the governor's administration performance.
“Today more than ever, we speak out clearly: these are not times for political gain through administrative procedures or for sowing hatred through misinformation. Those who seek to take advantage of this situation are on the wrong side of history,” Morena said.
“Baja California needs unity, responsibility, and a commitment to the truth. The people have already decided, and the transformation remains strong because it is built every day, with actions, with values, and with the support of the people.”
Separately, Morena state lawmakers issued a statement about the matter that, similar to the party's state committee, underlines the governor's actions to address poverty, crime, and other challenges.
“We are currently going through a complex stage in the binational relationship between Mexico and the United States. In response, the Mexican government has made important decisions against tariff sanctions and has maintained a firm stance against any form of intervention”, the state legislators noted. “In due time, the United States authorities must offer the necessary clarifications and clarifications so that everything can be resolved properly.”"

Mexican security chief confirms cartel family members entered US in a deal with Trump administration

Mexico's security chief confirmed Tuesday that 17 family members of cartel leaders crossed into the U.S. last week as part of a deal between a son of the former head of the Sinaloa Cartel and the Trump administration.
Mexican Security Secretary Omar García Harfuch confirmed a report by independent journalist Luis Chaparro that family members of Ovidio Guzman Lopez, who was extradited to the United States in 2023, had entered the U.S.
Guzmán Lopez is one of the brothers left running a faction of the Sinaloa Cartel after notorious capo Joaquín “El Chapo” Guzmán was imprisoned in the U.S. Video showed the family members walking across the border from Tijuana with their suitcases to waiting U.S. agents.
Rumors had circulated last week that the younger Guzmán would plead guilty to avoid trial for several drug trafficking charges in the U.S. after being extradited in 2023. García Harfuch confirmed the family members' crossing in a radio interview and said it was clear to Mexican authorities that they were doing so after negotiations between Guzmán López and the U.S. government.
He believed that was the case because the former cartel boss, whose lawyer said in January he had entered negotiations with U.S. authorities, had been pointing fingers at members of other criminal organizations likely as part of a cooperation agreement.
“It is evident that his family is going to the U.S. because of a negotiation or an offer that the Department of Justice is giving him,” Garcia Harfuch said. He said that none of the family members were being pursued by Mexican authorities and that the government of U.S. President Donald Trump “has to share information” with Mexican prosecutors, something it has not yet done.
The confirmation by García Harfuch comes the same day that the U.S. Attorney General's Office announced it was charging a number of top cartel leaders with “narcoterrorism” for the first time since the Trump administration declared a number of cartels as foreign terrorist organizations.
While prosecutors declined to comment on the video of the family, U.S. Attorney Adam Gordon for the Southern District of California and other officials sent a warning to cartel members, repeatedly citing the Sinaloa Cartel by name.
“Let me be direct, to the leaders of the Sinaloa Cartel, you are no longer the hunters, you are the hunted. You will be betrayed by your friends, you will be hounded by your enemies, and you will ultimately find yourself and your face here in a courtroom in the Southern District of California,” Gordon said.
